You mean to cover it so it continues to develop and eat your car away in the process? Well if you're doing that, just use spray paint.
Filler really isn't made for rust repair, at least not in the sense that most people think it is. It is made to smooth out the metal after your repair it. Either cut away the rust, and weld in clean metal, or if it just minor, superficial rust you might be able to grind it away, convert it, then put a light skim coat over it to level out the low spot from the grinding.
Assuming you already know that (?), there are a pretty wide variety of companies that make fillers. Off the top of my head there are fillers and glazes from 3M, Wurth, SEM, Evercoat, and I'm sure plenty of others.
You could post some photos of the rust to see what you're dealing with. There are others on here who probably have a lot more knowledge and experience that I do on this. I really hated, and tried to avoid rust repair in my short time in body work. I've always preferred bolting in or welding in new, or very clean used panels over trying to repair rust, whenever possible.
My thought was to grind away the rust then level it out with some form of filler then block it smooth, prime, paint etc.
I would rather replace as much as I can if I can find people with the parts. I have a 98 jetta black.
The trunk lid has some rust on the lower edge where it meets the trunk when closed. Also there is some rust in the front arch of the rear passenger side wheel well. I will probably replace the front passenger fender.
