is there a registration for the rally somewhere? or how do you get the decal they make for the rally.

Like any other rally that they have done part of the registration cost will go towards a decal and a T-shirt. And registration may not open until possibly May at the latest. He usually doesn't open stuff up until near the actual event time just because he does a few rallies throughout the summer.
