The R32 and R34 aren't not allowed. It's just that no one has paid to get them crash tested properly, and I'm sure the EPA is skeptical to allow a shop another chance to pull that bullshit. The EPA got scammed once, and it took some heavy convincing to let the Skylines get tested for the US that time, why would they do it again?
They probably would if a company that was reputable and well known tried doing it. But I am willing to bet if Joe Schmo tried starting a importing company and tried to get the crash tests done, they would probably just deny them for the fear of a similar result happening.
It would be pretty awesome if someone did it though and was 100% legitimate about it. Granted I probably couldn't afford one for at least another 10 years.
