of course they do, think about it. a larger rolling diameter will use less engine rpm to get to a certain speed than a smaller rolling diameter, that left over rpm is used towards a higher final velocity in each gear.
a 16" wheel travels 50.27" per revolution and a 13" wheel travels 40.84" per revolution. so at the same wheel rpm, say 1500, the car with the larger wheels is traveling 71.4 mph and the car with the smaller diameter wheels is only traveling 58.0 mph.

I like those wheels, just not on that car. They look too big and the stance is wrong. I'd go with a smaller, lighter wheel (maybe those wheels aren't heavy) and run thick rubber on em.
