There is a lot of issues surrounding this as just after H2Oi is muscle car week and there are tons of videos of actual water boxes setup on the streets and not a cop in sight. From the sounds of it, OC has a volunteer police force for the summer season and H2Oi is the last weekend they are on staff, then Muscle car week comes around and the cops are far less in numbers. Also a lot of people have said they talked with locals and for the most part dislike the H2Oi crowd more than the muscle car crowd.
