Theres is some stuff in this link. I just google searched minnesota laws and found a place to search traffic laws with key words. Really not trying to bust your bubble because I have had similar thoughts about doing this stuff to a car myself. Just not to the extent as you.

Would extending the exhaust through the boat tail to pressurize the wake really improve the efficiancy enough to warrent the added weight? As far as legality of the boat tail goes, I would justify it as an extra crumple zone, similar to what the highway service trucks use.
Thanks. I don't see anything that makes this illegal. Just the thing for semis over 50'. And honestly I don't thiiiiink cops will hassle me for it, but you never know.
I don't think anyone has tested this so it's hard to say. There are a lot of things we talk about on EM that fall into the "splitting hairs" category. Things that may improve FE by 0.02% or 0.1%... but never be detectable in the gas log. The catch is that if you have ten or so of these small mods they could add up to 1mpg. Is it worth the time and money? Probably not. Is it a hobby and fun to try anyway? Sure.
And yes, it could improve slightly on the highway and hurt slightly in the city. I am not planning on doing that right now just for the sake of money and time. I'd like to take this to C&C... if they'll let it in

The last three pictures are of one of my favorite cars from the 80's the Oldsmobile "aerotech" It had the 2.0 turbo "quad four" 4 cyl turbo engine, and had a 267mph top speed...in 1987. Pretty fun stuff! One version of it had a long tail.
Basically Sven7's probe is good for 350MPH now.
Here's a mental image for you. Think of how valves float when your engine is revving too much. The springs don't have time to push the rockers back onto the cam surface. You lose power because you can't put that cam to use. (iirc)
It's the same with aero. Your car splits air apart wherever it drives. Some goes over, some under and some to the sides. When you don't give the air enough time/room to return to its previous state, it will create turbulence and rob you of power just like floating valves will. This is called detached flow because it is no longer "attached" to the surface of the car.
You can only pull the air in so much at once, so the angle and length is necessary to return air to its previous position as much as practicable. This saves me power and saves me gas.

The tail will add a few mph to the top speed but I doubt this car would pass Bonneville tech inspection. A few ecomodders went out to the salt last week, but I obviously couldn't join them.
Phil here got 32mpg at posted speeds on the drive out in his heavily modded Toyota T-100. You can't see it, but the passenger side is testing an articulated front wheel skirt.

1. extended tailpipe and a hole in the tail. I'll button up the holes to the cabin too, in case of fumes
2. VG's are really, really hard to make work unless you spend many thousands of dollars in a wind tunnel. The thing is, when you make a vortex you're investing energy for a specific purpose and unless you plan where that energy's going, it'll come right out of your gas tank.
Yup, gotta work on the light too. There is one integrated below the drivers side taillight but obviously that's aimed wrong for this application.
Do cops inspect wiring for horse/car/contractor/boat trailers? Because this is exactly what that is.
