Yes coil pack, if you have access to a VCDS it will make changing quicker as you'll know exactly which one it is. Cylinder 1 is timing belt side

As long as your applying as a employee of an accredited news agency you should be fine on that front. I don't know of any special restrictions that would be put in place for F1 but I could be wrong....
